Chennai: ICEYE and Agnikul Cosmos have signed a Memorandum of Understanding (MoU) to explore the development, launch, and operation of Synthetic Aperture Radar (SAR) Earth observation systems from India.
The collaboration brings together Agnikul Cosmos’ responsive launch capabilities and ICEYE’s expertise in sovereign intelligence from space, with the objective of strengthening India’s sovereign space capabilities through integrated satellite manufacturing, launch, and operations.
Under the proposed collaboration, the companies will explore leveraging ICEYE’s SAR satellite expertise and plans to establish satellite manufacturing capabilities in India alongside Agnikul’s full-stack responsive launch infrastructure.
The partnership is aimed at creating an integrated ecosystem capable of supporting sovereign Earth observation requirements for domestic as well as global customers.

The collaboration is designed to extend beyond a single satellite mission and establish a long-term model for integrated space infrastructure.

The agreement also strengthens Agnikul Cosmos’ growing portfolio of international commercial collaborations across India, the Middle East, and Australia, supporting the company’s ambition to become one of the world’s leading private space transportation companies.
For ICEYE, India also presents an opportunity to emerge as a major Asia-Pacific manufacturing hub capable of producing SAR satellites for both domestic and international markets.
The company currently operates the world’s largest SAR satellite constellation, having launched more than 70 satellites. It has also delivered sovereign satellite constellations to seven governments across Europe, including Poland within 12 months of contract signing, as well as Sweden and Germany.
The proposed partnership combines complementary technological strengths from both organizations.
Agnikul Cosmos contributes its reusable launch infrastructure powered by single-piece 3D-printed rocket engines that significantly reduce manufacturing timelines from months to days, enabling rapid launch responsiveness for satellite operators.
Meanwhile, ICEYE brings proven sovereign SAR satellite technology that already supports the national intelligence capabilities of seven European governments.
The company delivered Poland’s sovereign SAR satellite constellation in less than 12 months after contract signing, making it one of the fastest sovereign satellite deployments globally.
Together, the companies aim to combine responsive launch infrastructure with proven SAR technology to establish a new model for sovereign space capabilities originating from India.
The announcement was made during BharatInnovates, an international event held in Nice, France.
The event witnessed participation from President Emmanuel Macron and Prime Minister Narendra Modi. Agnikul Cosmos was the only Indian launch vehicle company showcasing its fully reusable rocket technology at the event.
