Ahmedabad: The Government of Gujarat, in collaboration with IN-SPACe, has announced the development of advanced Common Technical Facilities (CTF) as part of the Space Manufacturing Park at GIDC Khoraj under the state’s Space Tech Policy (2025-30).
The initiative aims to strengthen India’s space ecosystem by providing shared infrastructure for startups, MSMEs, and established companies engaged in the space technology sector.
The announcement was made on the inaugural day of the 10th Edition of IN-SPACe Industry Connect, reaffirming Gujarat’s commitment to building a globally competitive Space Manufacturing Park through focused infrastructure development and industry collaboration.
Prime Minister Narendra Modi initiated structural reforms for the space sector with a vision to make India’s space economy globally competitive. As part of these reforms, IN-SPACe was constituted as an enabler, promoter, and regulator for the country’s space sector.
Inspired by the legacy of Dr. Vikram Sarabhai, Gujarat became one of the first states to introduce a dedicated SpaceTech Policy, placing significant emphasis on industry participation, capability development, and budgetary support for the space sector.
Under the leadership of Chief Minister Bhupendrabhai Patel, the Government of Gujarat reiterated its commitment to strengthening India’s space ecosystem through infrastructure-led initiatives.
In the presence of Union Minister Piyush Goyal, Science and Technology Minister Arjun Modhwadia announced the development of the Common Technical Facilities for the Space Manufacturing Park at GIDC Khoraj.
The facility is being designed in close collaboration with IN-SPACe to ensure alignment with national standards and to meet the requirements of both established companies and emerging enterprises.
The Common Technical Facilities are intended to provide access to shared, high-quality testing and validation infrastructure that is often beyond the reach of startups and MSMEs.
By offering these capabilities on a common platform, the Government of Gujarat aims to accelerate product development cycles, improve the reliability of space-grade systems, and provide a significant boost to the domestic space technology ecosystem.

Advanced Testing Infrastructure Planned
The Common Technical Facilities proposed for the Space Manufacturing Park at GIDC Khoraj will include:
- Cleanroom (Class 100,000) equipped with safety systems
- Thermo-vacuum chamber for environmental simulation
- Vibration testing system capable of handling payloads up to 12 tonnes
- EMI/EMC testing facilities
- Climate test chamber
- Mass properties measurement systems
- Magnetic field-testing infrastructure
- Facilities for calibration of Earth observation optics
For the development of these facilities, IN-SPACe will provide technical support to the State Government along with a financial contribution of up to ₹100 crore for CTF equipment.
The Government of Gujarat will contribute additional funds required for the construction and operation of both the Common Technical Facilities and the Space Manufacturing Park.
The initiative is expected to significantly strengthen the participation of startups and MSMEs in the space sector by lowering entry barriers and providing access to essential technical infrastructure.
The shared facility model will enable companies to test and qualify their components and systems within Gujarat itself.
Speaking on the occasion, Science and Technology Minister Arjun Modhwadia expressed confidence in the capabilities of the youth of the state and assured that the Government of Gujarat would continue working closely with IN-SPACe and industry stakeholders to propel Gujarat’s space economy forward.
The State Government has earmarked 50 acres of land at GIDC Khoraj for the development of the Space Manufacturing Park, with provisions for expansion up to 100 acres in the future.
Ms. P. Bharathi, IAS, Secretary, Department of Science and Technology, and Ms. Neha Kumari, IAS, Mission Director, GSEM, informed that the Space Park at Khoraj will focus on end-to-end spacecraft development, payload systems, and space-based applications design.
