Railways Plans Industry-Friendly Wagon Design Policy to Expand Freight Ecosystem

New Delhi: Indian Railways is set to introduce sweeping reforms under a new wagon design policy, aimed at making rail freight more efficient, customer-centric, and industry-friendly.

Union Railway Minister Ashwini Vaishnaw has directed officials to finalize and issue the new wagon design policy within the next 15 days, as part of broader efforts to strengthen rail-based freight transportation across the country.

The decision was taken during a high-level review meeting chaired by Union Railway Minister Ashwini Vaishnaw with senior railway officials.

Minister of State for Railways V. Somanna, Shri Ravneet Singh Bittu, the Director General of the Research Designs and Standards Organisation (RDSO), members of the Railway Board, and other senior officials were also present during the discussions.

The Prime Minister has consistently emphasized increasing the share of freight transported through railways, considering rail transport to be a greener and more energy-efficient mode compared to road transport.

With Indian Railways nearing 100 percent electrification, enhanced rail-based freight movement has already contributed to reducing dependence on imported diesel while promoting environmental sustainability.

As part of preparations for the new wagon design policy, Indian Railways has been holding extensive consultations with industries, trade bodies, and major freight customers dealing in commodities that have significant potential for rail transportation.

Industry stakeholders highlighted that customized wagon designs tailored to commodity-specific handling, loading, unloading, and transportation requirements could significantly expand rail freight adoption.

Officials noted that the success of specialized wagons developed for commodities such as cement and salt has demonstrated the importance of industry-oriented wagon development.

These commodity-specific wagons have improved operational efficiency in loading, unloading, and transportation, thereby enhancing the attractiveness of rail logistics.

To institutionalize such innovations, Indian Railways has decided to undertake comprehensive reforms in the existing framework and introduce a new wagon design policy that provides an industry-friendly mechanism for developing specialized wagons tailored to diverse commodity requirements.

Speaking during the review meeting, Ashwini Vaishnaw said that strict standards for design approval and prototype development would ensure the production of the highest quality wagons in India.

Under the proposed wagon design policy, industries will be permitted to design wagons according to their specific operational needs.

For example, the transportation of steel coils requires specialized binding arrangements and dedicated loading and unloading systems, while several other commodities have their own unique transportation requirements.

The new framework will empower industries to propose modifications in wagon designs based on their operational requirements. However, the responsibility for ensuring wagon safety will remain with the Research Designs and Standards Organisation (RDSO) and the Chief Commissioner of Railway Safety (CCRS).

The reforms under the wagon design policy are expected to encourage the participation of several new industries in the railway freight ecosystem, while simultaneously promoting innovation in wagon development.

Indian Railways believes that commodity-specific transportation solutions will help attract new freight streams, improve customer convenience, and substantially increase rail’s share in the national logistics sector.

The forthcoming wagon design policy is also expected to advance the vision of Green Railways and Green Logistics by facilitating a larger shift of freight from roads to railways.

Rail transport is estimated to be nearly 90 percent more environmentally friendly than road transport.

With Indian Railways approaching complete electrification, increased rail freight movement is expected to reduce diesel imports, lower logistics costs, cut carbon emissions, and make essential goods more affordable.

The proposed wagon design policy marks another significant reform initiative by Indian Railways towards building a modern, innovation-driven, and customer-centric freight transportation system.

The initiative also reinforces the broader vision of Viksit Bharat by supporting economic growth and environmental sustainability.
