Mumbai: Hindustan Petroleum Corporation Limited (HPCL) has officially launched the application process for HP Udgam Cohort 2025 (Round-1), inviting innovative startups to apply for funding and strategic support under its flagship program.
The initiative aims to accelerate early-stage ventures working in Energy, Sustainability, Digital innovation, and Oil and Gas domains.
HP Udgam has established itself as a platform for fostering innovative solutions that align with India’s energy transition and sustainability goals, while offering startups the opportunity to scale commercially with strong industry backing.

Startups selected for HP Udgam can access funding of up to ₹2.5 crore through CCPS, along with non-fiscal benefits such as research and development assistance and mentorship from HPCL industry experts.
HP Udgam Cohort 2025 (Round-1): Eligibility Criteria
HP Udgam is open to private limited companies with valid DPIIT recognition. Eligible sectors include:
- Energy – Renewables, Biofuels, E-Mobility, Energy Storage
- Low Carbon – LNG, CGD
- Sustainability – Green solutions, circular economy, waste-to-value
- Digital Solutions – Health-tech, agri-tech, space-tech, deep-tech, fintech, ed-tech, and other emerging tech with industry impact
- Oil & Gas Innovations – Non-digital advances in materials, processes, and equipment to improve efficiency, safety, and sustainability

Startup Stages Considered
The program supports:
- Pre-revenue startups with minimum viable prototypes (TRL 3–6)
- Seed-stage startups with early revenue (TRL 6–8)
- Scaling startups (TRL 9)
Note: Startups in the idea-only stage are not eligible.
Industry Scope
HP Udgam encourages participation from a wide range of industries, including renewable energy, clean technology, artificial intelligence, automotive, construction, food and beverages, fashion, biotechnology, waste management, logistics, safety, and more, as long as the solution aligns with HPCL’s business vision.

HP Udgam Cohort 2025 (Round-1): Application Timeline
- Application Deadline: 15 August 2025
- Evaluation Process: Preliminary review, followed by two-stage pitching to the Startup Screening Committee and the Startup Approval Committee
