Shillong: The Software Technology Parks of India and the Indian Institute of Corporate Affairs have entered into a strategic (STPI and IICA) partnership to strengthen collaborative efforts in capacity building, research, advocacy, and awareness programs.
The Memorandum of Understanding (MoU) was exchanged between Arvind Kumar, Director General of STPI, and Gyaneshwar Kumar Singh, Director General & CEO of IICA, in the esteemed presence of Union Finance & Corporate Affairs Minister Nirmala Sitharaman and Conrad K Sangma, Chief Minister of Meghalaya, at the IICA North East Conclave 2025 held at IIM Shillong.
The partnership between STPI and IICA is expected to boost India’s knowledge-based innovation ecosystem by integrating technology leadership with corporate policy expertise. The collaboration will focus on interdisciplinary learning, corporate governance, startup funding, economic and legal frameworks, and management best practices.

“Through this partnership, we are combining STPI’s strong foundation in industry and startup ecosystems with IICA’s academic and governance insights,” said Arvind Kumar, DG, STPI. “This synergy will drive impactful initiatives in capacity building and create a future-ready, globally competitive tech workforce.”
As part of the MoU, both institutions will jointly organize structured training programs, seminars, and workshops for key stakeholders, including startups, corporates, academia, and policymakers. The initiative will also support national and international advocacy campaigns, involving roadshows, policy dialogues, and conferences that bring together decision-makers from diverse sectors.
STPI and IICA: Collaboration on Research and Publications
Additionally, STPI and IICA will collaborate on research and publications such as policy papers, sectoral analysis, and strategic whitepapers, providing valuable insights for shaping India’s digital and entrepreneurial landscape.

For over three decades, STPI has been instrumental in transforming India’s IT and startup ecosystem, with registered units contributing over ₹10 lakh crore in IT exports in FY 2024–25. Through its 24 Centres of Entrepreneurship (CoEs) and the Next Generation Incubation Scheme (NGIS), STPI has nurtured more than 1,400 startups, collectively raising ₹600 crore in funding.
As India advances towards global leadership in emerging technologies such as AI, IoT, Blockchain, and Quantum Computing, this MoU with IICA underlines STPI’s commitment to capacity building and research as key pillars of sustainable innovation.
