New Delhi: India has signed Memorandum of Understanding (MoU) and agreements with 23 countries to collaborate on Digital Public Infrastructure (DPI), enabling global cooperation on India Stack-based digital governance platforms.
The Government of India said these partnerships aim to support the replication and adoption of India’s digital identity, payments, data exchange, and service-delivery systems worldwide.

Digital Public Infrastructure diplomacy gains momentum
India’s Digital Public Infrastructure collaboration agreements focus on strengthening international cooperation in digital governance technologies under the India Stack framework.
These partnerships are designed to enable countries to adopt scalable digital platforms for governance, financial inclusion, and public service delivery.
The Government of India has signed MoUs for sharing or cooperation on India Stack / DPI with the following countries:
Armenia, Sierra Leone, Suriname, Antigua and Barbuda, Papua New Guinea, Trinidad and Tobago, Tanzania, Kenya, Cuba, Colombia, Lao People’s Democratic Republic, Saint Kitts and Nevis, Ethiopia, Jamaica, Gambia, Fiji, Guyana, Venezuela, Sri Lanka, Brazil, Lesotho, Maldives, and Mongolia.
Separately, MoUs for DigiLocker cooperation have been signed with Cuba, Kenya, the United Arab Emirates, and Lao People’s Democratic Republic.

UPI expands global presence
Unified Payments Interface (UPI), one of India’s flagship DPI platforms, is now operational in more than eight countries — the UAE, Singapore, Bhutan, Nepal, Sri Lanka, France, Mauritius, and Qatar.
According to the government, the growing international adoption of UPI is boosting remittances, promoting financial inclusion, and strengthening India’s role in the global fintech ecosystem.
Global platforms promoting Digital Public Infrastructure
The Government of India has launched multiple initiatives to promote Digital Public Infrastructure globally.
India Stack Global (https://www.indiastack.global/) serves as a platform to showcase India’s DPI solutions and facilitate adoption by partner countries. The portal provides access to 18 key digital platforms.
The Global DPI Repository (https://www.dpi.global/), launched during India’s G20 Presidency in 2023, functions as a knowledge-sharing platform for DPI solutions, with India contributing the highest number of digital public infrastructure tools.
