New Delhi: The Ministry of Panchayati Raj (MoPR) will launch SabhaSaar, an Artificial Intelligence (AI)-powered meeting summarization tool designed to automate the creation of structured Minutes of Meeting (MoM) from audio and video recordings of Gram Sabha and other Panchayat meetings.
The launch ceremony in New Delhi will be presided over by Union Minister of Panchayati Raj, Rajiv Ranjan Singh alias Lalan Singh, alongside Union Minister of State for Panchayati Raj, Prof S P Singh Baghel.

SabhaSaar Integrated with Bhashini
SabhaSaar leverages advanced AI and Natural Language Processing (NLP) technologies to transcribe spoken content, identify key decisions and action points, and produce well-formatted meeting minutes.
The system is integrated with Bhashini, the Government of India’s National Language Translation Mission, enabling it to support 13 Indian languages and ensuring accessibility for Panchayat functionaries across diverse linguistic backgrounds. The Ministry has confirmed that more languages will be added in subsequent updates.
To promote adoption, the Ministry of Panchayati Raj has urged all States and Union Territories to utilize SabhaSaar for generating Minutes of Meetings during the Special Gram Sabhas scheduled on 15 August 2025.
In the initial phase, all 1,194 Gram Panchayats in Tripura, including traditional local bodies, will deploy the tool for these meetings.

By significantly reducing the time and effort required for manual documentation, SabhaSaar enhances transparency, strengthens participatory democracy, and allows Panchayat officials to focus on governance and service delivery.
The initiative underscores the government’s commitment to leveraging digital innovation to improve local governance efficiency and accountability.
